District 2 incumbent Ben Rogers was elected for a fifth term to the three-member Linn County Board of Supervisors. State Rep. Kirsten Running-Marquardt will fill the other open seat.

The 11 plaintiffs argue the solar ordinance, which was approved by the supervisors in September, constitutes “spot zoning.”

Iowa’s small towns, many of which are declining in population, struggle to fund necessary infrastructure projects. Some, like Ely in Linn County, are looking to alternative funding options.

All three supervisors support pause in development

Supervisors want to give staff more time to review their individually proposed funding budgets.

Instead of 12 months as proposed, the moratorium would last three months and the supervisors would have the option of extending it by resolution. During the moratorium, approved solar projects could continue, but the county would not accept applications for new utility-scale solar projects.

The first public hearing and consideration is Monday, Oct. 3 at 11 a.m. in Cedar Rapids.

The Linn County Board of Supervisors will make its final allocation of $13 million in American Rescue Plan Act funding in October.

The Linn County supervisors have voted 2-1 in two readings of an ordinance that would rezone land near Palo for an industrial solar project. One more public hearing and vote on the measure is scheduled for Tuesday evening in Palo.
