Proposed income tax cuts are on the move, and work on the next state budget has started earlier than normal.

A proposal to enable parents to start legal proceedings against schools or educators who distribute books or materials the parents deem obscene advanced Wednesday at the Iowa Capitol. Also advancing was a bill that would require Iowa, ISU and UNI sports teams to schedule games against each other.

Iowa elections’ recount procedures would be streamlined, funding from private groups to help elections operations would be prohibited, and an additional signature requirement for votes cast by mail would be added under a new proposal being considered by state lawmakers.

Gov. Kim Reynolds on Tuesday indicated she would likely sign into law a ban on transgender girls from competing in girls athletics in Iowa, should state lawmakers send such a bill to her.

Public K-12 schools in Iowa are in line for a 2.5 percent increase in state funding under a proposal that cleared the Iowa Legislature on Monday and is on its way to Gov. Kim Reynolds’ desk.

Bill is eligible for consideration by the Senate Judiciary Committee, but its long-term prospects are unclear.

Individuals with a bachelor’s degree and three years of work experience would have a faster route to a teacher’s license under a proposal introduced by Republicans in the Iowa House.

Republican leaders in both the Senate and House have said they expect to move quickly on the legislative process for their respective plans, likely starting each next week.

Jack Whitver, the Republican Senate majority leader from Ankeny, said he believes the proposal aligns with the tax plan that Republican Gov. Kim Reynolds’ proposed earlier this month.

Among the proposals this year are bills that would require cities to prove there is a public safety need for where they place traffic cameras, and limit enforcement to speeding violations of 20 miles per hour or more over the speed limit and cap the amount of revenue an agency can generate from tickets.

The push back from stakeholders was not as severe in this, the second attempt by Gov. Kim Reynolds to create a statewide ethanol requirement.

The line of succession plan for when an Iowa governor is no longer in office would be clarified under a proposed amendment to the state constitution.

Iowans’ income from retirement programs would no longer be taxed by the state under a legislative proposal from Iowa House Republicans.
