A former state trooper testified Wednesday that his use of force — drawing a gun and using a open palm strike — on a Davenport man in 2017 was reasonable because he had safety concerns after a high speed chase. A video of the stop showed to the jury showed the man was compliant after stopping, but the ex-trooper had a different perception of the incident.
