Given the state’s recent about-face allowing construction on a new $395 million University of Iowa hospital in North Liberty to proceed, it should grant the same permission for construction of a nearby, unaffiliated $17.9 million ambulatory surgery center, the application states.

The error will result in the collection of $234,000 in property taxes, which now will be used in fiscal 2023 to reduce the city tax rate.
