Air quality tests conducted by the U.S. Environmental Protection Agency have identified the source of an odor that some Iowa City residents feared was causing harm to their health.

The controversial rezoning of a northside Iowa City property, which would allow for an 84-unit apartment complex, has been delayed once again after the city council unanimously voted to defer the third and final consideration to a meeting later this month.

The proposal for development of the lot at 21 S. Linn St., which is estimated to cost about $40 million, calls for a six-story building to offer retail, entertainment and residential space.
