The Iowa City Council on Tuesday unanimously approved a rezoning request and comprehensive plan update that will allow for the development of a 187-unit affordable housing complex.

The proposal for development of the lot at 21 S. Linn St., which is estimated to cost about $40 million, calls for a six-story building to offer retail, entertainment and residential space.
