Reliability is important because renewable plants are considered intermittent or variable sources and are mostly limited by a lack of fuel. Sometimes the sun doesn’t shine or the winds aren’t very strong.

It’s a laudable effort but the president and his vast federal bureaucracy have limited influence over professional licensing requirements, which are mostly imposed through a patchwork of state laws. To push the issue forward, he’ll need buy-in from state legislatures and governors.
