Meth, other drugs found after Cedar Rapids traffic stop, foot chase

CEDAR RAPIDS - Meth and other drugs were found on a Cedar Rapids man following a traffic stop and foot chase.
Cedar Rapids public safety spokesman Greg Buelow said Cedar Rapids police saw 38-year-old Tramond E. Franklin driving in the area of E Avenue and Third Street NW around 11:29 p.m. without his headlights on. Buelow said an officer attempted to alert Franklin that his lights were out, but he continued to drive with no lights on.
Police stopped Franklin when he pulled into the parking lot at Rumors Bar & Grill, 400 F Ave. NW. Buelow said Franklin and a passenger, 30-year-old Robert G. Gonzalez, immediately got out of the vehicle and stood next to their doors.
Other officers were called to the scene, including a K-9, Buelow said. The K-9 alerted on Franklin's vehicle.
Buelow said as an officer was performing a pat down on Franklin, they discovered something in the back of his pants. When asked what it was, Franklin took off running toward Rumors and captured after a brief chase.
Franklin was found to be carrying two bags of meth weighing 13.9 grams, 21.5 grams of cocaine, 6.8 grams of marijuana and 154 Vyvanse pills. Vayvanse is used to treat ADHD and binge eating disorders and can mimic the effects of an amphetamine.
Franklin faces charges of possession of meth with intent to deliver, possession of cocaine with intent to deliver, possession of a prescription drug with intent to deliver, possession of marijuana, three violations of the Iowa Drug Tax Stamp law, interference with official acts, unlawful possession of prescription drugs and failure to use headlamps when required.
Garcia also faces one count of possession of drug paraphernalia after he was found carrying a glass pipe.
