Man arrested for drugged driving, but not before selfie with officer

IOWA CITY — An Iowa City man took his selfie game to a whole new level when he requested and received a self portrait with an Iowa City police officer who was placing him under arrest for drugged driving.
According to an Iowa City police criminal complaint, an officer pulled over 20-year-old Gilbert H. Phelps around 2 a.m. Thursday at the intersection of North Riverside Drive and Park Road for speeding and an obstructed registration sticker.
Police said they noted an odor of alcohol coming from the vehicle when they spoke with Phelps. Phelps also admitted to smoking marijuana before driving and showed 'measurable impairment' on his field sobriety tests.
When Phelps' preliminary breath test showed no alcohol in Phelps' system, a drug recognition expert was called in to provide an evaluation. The drug recognition expert determined Phelps was high on marijuana and unable to safely operate a motor vehicle.
According to the officer's report, during the testing process Phelps asked to take a Snapchat selfie with him.
'To which I happily obliged,' the officer wrote.
Phelps captioned the photo with an icon of a police car next to a passenger car and a tow truck, police said. He was placed under arrest for operating under the influence, a serious misdemeanor punishable by up to one year in jail.
