Iowa City man arrested after serious assault

IOWA CITY - An Iowa City man is accused of assaulting another man last month, causing him a traumatic brain injury.
According to an Iowa City police criminal complaint, officers responded to the intersection of Washington and Dubuque streets at 4 p.m. Oct. 9 for an unconscious man who had been assaulted. Police said the man - not named in the criminal complaint - had a cut on his head and was bleeding from his ears.
Police said a witness on the scene provided a description of the assailant, as well as a photo of the man standing over the victim after assaulting him. Officers later found 35-year-old Terrell Fulwiley, a man who matched the description of the assailant.
Surveillance video of the incident shows Fulwiley approaching the victim on the sidewalk, assaulting him and knocking him unconscious, police said. Fulwiley is shown walking away, then back to the victim and then leaving the area.
Police said medical staff informed them that the victim suffered a traumatic brain injury that will require medical care for an extended period of time.
Fulwiley has been arrested and faces one count of assault causing serious injury, a Class D felony punishable by up to five years in prison.
