Duncan was 4-for-4 on the day, connecting from 25, 40, 42 and 39 yards.
The game was delayed twice in the first half by nearly three hours combined due to lightning.
The Cyclones took the lead with a trick play after the first delay, as Deshaunte Jones hit fellow receiver La'Michael Pettway for a 51-yard touchdown. Iowa State led 7-6 at the half.
The Hawkeyes retook the lead on Nate Stanley's QB sneak from the 1 early in the fourth. Iowa State responded with a 13-play, 66-yard drive and go-ahead Connor Assalley field goal.
Iowa fought back with an eight-play, 54-yard drive, then forced a turnover on downs at the Iowa 39.
Still, Iowa State should have had one more chance after forcing a three-and-out. But two Cyclones ran into each other, leading to a muffed punt that Iowa recovered.
Stanley completed 22 of 35 passes for 201 yards for the Hawkeyes. Purdy was 24 of 34 for 276 yards and a TD. He completed 16 of his first 17 attempts.
