Ingredion Inc., is planning to spend $48.5 million to upgrade and expand its Cedar Rapids facility, and it has asked the city for incentives.

Under a proposed budget reviewed Monday, the City of Cedar Rapids would raise property taxes 19 cents per $1,000 of taxable valuation, or about $54 per year on a home valued at $200,000.

The intended tenant of the former Sears store at Lindale Mall will be Dick’s House of Sport, and will include an outdoor year-round, multi-use field, according to documents set for discussion at Tuesday’s Cedar Rapids City Council meeting.

The Cedar Rapids City Council approved an agreement this week that will provide incentives for the redevelopment of the former downtown Wells Fargo building.

Thirty acres of the former Transamerica site at Edgewood Road and 42nd Street in northeast Cedar Rapids would be used for commercial development, while 19 acres would become home to Cedar Rapids Prep, a new charter school set to open this year.

Two residents of a southeast Cedar Rapids neighborhood implored the city council this week to do something about the noise from a nearby rail yard.

Under the agreement, QTS will invest at least $750 million, and receive an estimated tax rebate of $529 million over 20 years.

Also, Cedar Rapids schools to host Pathways update meetings this week.

The identity of the retailer has not been disclosed. The name could be made public as soon as March, according to a spokesman for the developer.
