Police: Man busted out parking ramp windows with his head

IOWA CITY - Given the opportunity, Ryan P. Mulligan would probably take a do-over on his decisions early Tuesday morning.
University of Iowa police said witnesses observed the 24-year-old Williamsburg man break out two windows at the North Campus parking ramp sometime around 12:30 a.m. Tuesday. Mulligan also allegedly busted up a fire extinguisher box.
Police responded and found Mulligan on the north side of the parking ramp. Mulligan admitted to breaking the windows of the cashier booth, thinking it was his house in Williamsburg. Police said Mulligan broke the windows with his head. The cost of the damage is estimated at $500.
Police said Mulligan smelled like alcohol, had bloodshot eyes, slurred speech and admitted to drinking nine shots. He refused a breath test. He was arrested and faces charges of fourth-degree criminal mischief, a serious misdemeanor; and public intoxication, a simple misdemeanor.
