Coralville man faces sex abuse charge

IOWA CITY - A Coralville man has been arrested on a warrant in a sexual abuse incident alleged to have occurred nearly a year ago.
According to an Iowa City Police Department criminal complaint, the victim was drinking with friends May 22, 2014, at a residence in Iowa City. Police said when everyone went to sleep, William F. Miller, 36, took off the victim's pants and began having sex with her. Police said the victim was incapacitated at the time.
The victim's friend told Miller to get off the woman, and the friend took her to the hospital to be examined, according to police.
During an interview, Miller described the sex as consensual, police said.
Miller, who police said is homeless, was arrested May 8 when he was seen staggering through the Pedestrian Mall in Iowa City. Police said he was disruptive inside a business and did not respond to officer's questions. A preliminary breath test showed his blood alcohol content to be .127 percent.
Miller faces a third-degree sexual abuse charge in the 2014 incident and a public intoxication charge in the May 8 incident. Third-degree sexual abuse is a Class C felony punishable by up to 10 years in prison.
