NORTH LIBERTY - A North Liberty man is accused of fondling himself inside playground equipment at a North Liberty park and making indecent contact with a child twice - as his own children played nearby.
North Liberty police said multiple children saw Andrew S. Oberbroeckling, 31, sitting inside a playground structure at Penn Meadows Park, 355 E. Penn St., around 8:11 p.m. Tuesday.
The children told police they saw Oberbroeckling with his shorts pulled up and his genitals exposed and saw him touching himself.
At least four children were witnesses, police said.
Police said Oberbroeckling also reached out and touched a girl on her thigh and another girl on her chest.
The North Liberty Police Department on Wednesday released a photo of the man the children saw, hoping to identify him after receiving the reports. By that afternoon, police reported they had identified Oberbroeckling and had him in custody.
The photo of Oberbroeckling released by the city showed him pushing a stroller.
North Liberty Police Chief Diana Venenga confirmed Thursday that Oberbroeckling has children who were playing at the park at the time.
Venenga said a protection order is now in place for Oberbroeckling's children, and police are continuing their investigation. .
Oberbroeckling also has been banned from all city parks, Venenga said.
Oberbroeckling faces two counts of indecent contact with a child, an aggravated misdemeanor, and four counts of indecent exposure, a serious misdemeanor. I
