Portions of City Where Travel is Not Advised:
Travel in parts of Dubuque is limited due to stormwater in the streets, open manholes, downed power lines, and debris on the roadway. North End areas experiencing serious street flooding as of 6 a.m. include the Comiskey Park area, 24th and Elm Streets, 22nd and Elm Steets, 14th Street, and portions of 32nd Street. Other areas to avoid at the current time include the Five Points Area, Elm Street, North Grandview near Senior High School, Rosedale & West Locust Streets, and Kauffmann Avenue. Some local bridges are currently impassable, including the Timberhurst, Manson Road and Old Mill Road Bridges.
