Major General Stephen E. Osborn, Adjutant General of the Iowa National Guard, delivered the annual Condition of the Guard address Thursday to a joint session of the Iowa Legislature.
Osborn asked state lawmakers to expand a scholarship program for Guard members.
The speech was broadcast by Iowa PBS.
The Iowa Legislature’s 2024 session began Monday.
