The riverfront amphitheater planned for downtown Cedar Rapids is seen as frivolous and unnecessary by its detractors. Other critics say it's in the wrong place or won't be big enough, or the parking isn't convenient.
Could the project be improved? Sure.
Is it critical to downtown's recovery in the post-flood era? No, especially compared to other projects with broader public service and economic impact, such as the library, convention complex and central fire station.
Then, why should the city pursue the amphitheater project?
Because it's a good fit with many other things unfolding in the downtown area. Because the business community and the Hall Perrine Foundation are solidly behind it with nearly $2 million pledged to the $8.7 million project so far. Because Linn County supervisors put some skin in the game. Because initial feedback from the Vision Iowa Board regarding the city's request for a grant was positive. And because the project provides both flood control and quality of life improvements for the community.
While there was some momentum building in the downtown area before the flood - more housing, restaurants, bars and other small businesses - our disaster has presented an opportunity to ramp up and be even more creative. State and federal disaster and economic development dollars are providing the launchpad. Downtown Cedar Rapids won't and shouldn't be the same as it was pre-flood. It must be better - more variety in business, entertainment, architecture and activities.
The amphitheater/festival grounds will add to the synergy. It's designed to attract regional entertainers, municipal band concerts and other events - similar to one in Des Moines that has been popular for years, enhancing that city's vastly renewed downtown vigor.
The amphitheater, along with a refurbished Theatre Cedar Rapids and Paramount Theatre, the new New Bo City Market and convention complex and other projects, will change our downtown. They are new faces adding vitality to our future.
