Keep it practical

We agree with the Iowa Department of Natural Resources that Iowans enjoying the state's rivers should “Keep it Clean, Keep it Fun for Everyone.” That's the title of the DNR's new campaign aimed at stemming a tide of bad behavior by paddlers and tube floaters who trespass, litter or worse. Messy, drunk and reckless are no way to enjoy the state's great rivers.
But we've seen public service campaigns aimed at a variety of problems and social ills come and go, often with little effect. We're skeptical that a catchy slogan and educational materials will have much real impact.
But we are very interested in the practical aspects of the program, in particular stepped up law enforcement and the distribution of green mesh bags to hold empty cans, bottles and other litter. We think giving Iowans a simple, straightforward way of disposing of refuse without fouling the environment is a good idea. It's been deployed with success in other states, and we expect that the green bags will be the most effective and lasting aspect of the DNR's effort.
