ANOTHER STEP FORWARD: A dozen tenants occupy the new Human Services Campus in Cedar Rapids. It's the first major post-flood building project to be completed and opened for operations in the downtown, and it's in the heart of an area that will be transformed in the new few years by other new buildings and improvements.

HELPING MORE HOMELESS: An anonymous donor's $2,500 will help Cedar Rapids shelters accommodate another 19 homeless people beyond their usual stay as the January weather makes outdoor conditions life-threatening. Shelters in Cedar Rapids and Iowa City have been at capacity almost every night in recent weeks and some have had to turn people away.

PRISONER POLICY: University of Iowa Hospitals and Clinics officials have made it clear: If law officers brings a prisoner in for medical treatment, it's up to police to guard the inmate. Questions of responsibility surfaced last month when an inmate escaped the hospital and went on a crime spree after Jefferson County deputies dropped him off. The policy clarification was needed, even if it increases costs for law enforcement agencies. State corrections officials use a similar process for state prisoners.
