MORE BLOOD: Donations nationwide are at their lowest levels in more than a decade. In Cedar Rapids, the shortage is the most critical in a dozen years, according to American Red Cross officials. Meanwhile, the demand for blood has remained steady. That's not a good trend. If you can, please donate. OFFICER NO. 3: Not representative of the Cedar Rapids Police Department but still an embarrassing run: 14-year veteran Robyn Obadal, accused Thursday of third-degree burglary, is the third officer since May to get into public trouble. Previously, a 21-year veteran, Wayne Handeland, resigned after witnesses said he arrived at a bar in his squad car with two women and appeared intoxicated. Undisclosed disciplinary action was taken against another officer after he was photographed asleep in his squad car. His name was never released.

DUBUQUE DELUGE: Wednesday's storm dumped as much as 15.33 inches of rain in 12 hours on the Dubuque area, washing away previous records of about 6 inches and killing one man.
