President Joe Biden is sending Cedar Rapids $28 million as part of the American Rescue Plan. It’s a big chunk of change. So naturally a lot of folks have ideas on how best to spend it in a city not only hit with a pandemic but also that derecho you might have heard about.

Reliability is important because renewable plants are considered intermittent or variable sources and are mostly limited by a lack of fuel. Sometimes the sun doesn’t shine or the winds aren’t very strong.

It’s a laudable effort but the president and his vast federal bureaucracy have limited influence over professional licensing requirements, which are mostly imposed through a patchwork of state laws. To push the issue forward, he’ll need buy-in from state legislatures and governors.
