Richard L. Phillips, 88, of Cedar Rapids, formerly of Mount Carroll, Ill., met the Lord on Tuesday, Oct. 10, 2017, at Heritage Nursing & Rehab Center, Cedar Rapids. Visitation: 4 to 6 p.m. Thursday, Oct. 12, at
Murdoch-Linwood Funeral Home & Cremation Service, Cedar Rapids. Service: 11 a.m. Friday, Oct. 13, at the funeral home conducted by Dr. Nicholas Phillips and Dr. Charles Stevens. Burial: Oak Hill Cemetery, Mount Carroll at a later date.
Richard was born June 5, 1929, in Mount Carroll, Ill., the son of Alfred and Effie (Hanna) Phillips. On Aug. 15, 1948, Richard married Luanne Peters, in Mount Carroll. In 1950, Richard and Luanne moved to Cedar Rapids for job opportunities. He was Cedar Rapids commissioner of streets and public improvements for 10 years and city manager/public improvement director for Chester and Wood River, Ill., and city manager in Lake Ozark and Camdenton, Mo. Richard enjoyed painting, playing ball and was an avid Cubs fan and dog lover.
Survivors include his wife of 69 years, Luanne; sons, Scott (Judie) Phillips of Cedar Rapids and Dr. Nicholas (Carol) Phillips of Livonia, Mich.; grandchildren, Eric (Stephanie) Phillips of Solon, Thad (Erin) Phillips of West Des Moines, Ryan (KayLynne) Phillips of Dallas, Texas, Corey (Danielle) Phillips of Plymouth, Mich., Abigail Phillips of Naples, Fla., and Paige Phillips of Livonia; eight great-grandchildren; and brother, Lowell Phillips of San Luis Obispo, Calif.
He was preceded in death by his parents and sister, Wanda Decker.
The family would like to thank the staff of Heritage Nursing & Rehab, especially the Rehab care team, for their compassionate care. You went above and beyond and our family is very grateful.
