Tom was born March 5, 1937, during an ice storm on the family farm in rural Johnson County, the son of Ambrose and Rose (Roit) Harney. A lifelong resident of Johnson County, Tom graduated from St. Mary's High School in Iowa City. He soon enlisted in the U.S. Army, serving from 1956 to 1959, and received his mechanical training while stationed in Germany.
