On the Record podcast: Is Linn County becoming a ‘sanctuary’ for fugitives fighting extradition?

This week's On the Record talks about why the court is allowing fugitives, who have already waived extradition, to post bail while they fight extradition. Prosecutors are concerned Linn County is becoming a 'sanctuary” for fugitives because the 6th Judicial District judges are reluctant to accept the pre-signed waivers of extradition from another state.
The guest today is First Assistant Linn County Attorney Nick Maybanks who says it seems to be a 'trend” for defense lawyers to fight these waivers and then ask judges to set bail for the fugitives while a governor's warrant is obtained – a procedure where the other state's governor asks the Iowa governor to extradite the defendant and could take 90 days.
The Linn County Attorney's Office recently set a policy to ask the court to accept these pre-signed waivers and hold these fugitives without bail until the other state picks them up.
