Number of gas drive offs in Cedar Rapids drops

The number of people filling up, then driving off without paying is dropping off in Cedar Rapids. Police say this proves the city's "pay at the pump" initiative, which started in 2008, is a success.
733 gas drive offs were reported in 2007. Compare that to 29 reported in 2009. In the first six months of 2010, only 2 gas drive offs have been reported in Cedar Rapids.
