Man found passed out, with cocaine in pocket, near police substation

Officers arrested a man early Monday morning who allegedly passed out with cocaine in his pocket near a Cedar Rapids police substation.
Terrance D. Rush, 27, address unknown, was taken into custody around 5:45 a.m. Monday when officers spotted him asleep on a rock-covered area near the Cedar Rapids Wedding Chapel, 1513 First Ave. SE. According to the police report, officers woke Rush up, but he went right back to sleep.
Rush smelled of alcohol, had bloodshot eyes and was unsteady on his feet, police said. While he was being handcuffed, the officers reported seeing a plastic bag sticking out of the front pocket of Rush's shorts.
Sgt. Cristy Hamblin said tests confirmed that 24 individually-wrapped baggies of crack cocaine were in the larger bag, with a total weight of 7.2 grams.
Rush was transported to the Linn County Jail on suspicion of public intoxication, possession of a controlled substance with intent to deliver and a drug tax stamp violation. His bond was set at $20,000.
Monday marked the 18th time Rush has been arrested in Cedar Rapids since 2008, according to police. He has multiple convictions for drunken driving and was sentenced to time in a residential facility after police found him with cocaine and heroin in April 2010, according to online court records.
