Colby T. Gibson, 25, of 380 S. 15th St., Marion, was driving a black 1998 Mitsubishi Eclipse on Interstate 380 just north of Interstate 80 at 10:38 p.m. Thursday, when police clocked his speed at 118 mph, Iowa City police reported.
A short time later, officers located the car, which was smoking, parked in front of Lowe's in Coralville, police said.
Officers waited until Gibson and another person came out of the garden center and approached the car.
Gibson told police the Eclipse was his car and said he had recently been smoking marijuana, police reported. A drug test showed he was under the influence of marijuana and unable to operate the vehicle, police said.
Gibson told police he was speeding because someone flashed their high-beam headlights at him. The passenger said that wasn't true and that Gibson was "driving that fast for fun," police reported.
Gibson was charged with second-offense drunken driving and driving while barred as a habitual offender.
He is being held in the Johnson County Jail on $11,500 cash bond.
