Police say Swartzendruber appeared startled and allegedly threw items onto the ground around a Dumpster when he saw the officer approaching.
Authorities say they then discovered a pouch containing marijuana and what appeared to be Ecstasy in the same area.
Approximately 39 capsules containing what appeared to be Ecstasy were also allegedly located in two other bags.Field tests revealed the capsules tested positive for methamphetamine.
