Debate continues today in the Iowa House and Senate over House File 291 and Senate File 213.
The bills - if approved and signed by Governor Terry Branstad - would limit most public-sector union contract negotiations to base wages while eliminating such issues as health insurance and supplemental pay as mandatory items for bargaining.
