Iowa City man made 'empty envelope' bank deposits, police say

An Iowa City man has been arrested for third-degree theft after police say he had made multiple "empty envelope" deposits and then withdrew cash at Hills Bank and Trust in April.
Yshan L. Rogers, 19, of 217 East First St., was arrested Monday. Police say he was clearly seen using ATMs and making empty envelope deposits in Iowa City and Coralville. Rogers was positively identified by an individual that had been working with him to carry out the transactions, police said.
Reports indicate that Rogers had been allowed to use the man's ATM card to make the empty envelope deposits. They then withdrew cash and split the money. The total amount owed to Hills Bank and Trust is slightly under $800.
Police reports indicate that Rogers has most recently been housed at the Hope House in Coralville after being arrested for multiple robbery, burglary and assault charges in 2010.
Rogers was being held at the Johnson County Jail on Tuesday. The individual that Rodgers allegedly worked with to carry out the transactions has not yet been named.
