A Black Hawk grand jury on Monday declined to return an indictment in the Sept. 15 shooting death of Eric Rule, 31, by a Waterloo policeman.
The grand jury, convened Dec. 14 by Black Hawk County Attorney Thomas Ferguson, found that the shooting by Officer Steve Bose was justified and within the scope of the law.
Police had responded to a domestic disturbance at 611 Keystone St. when Rule was shot after a struggle with Bose, who was treated for injuries.
Bose will remain on administrative reassignment pending a Police Department internal review of the department's use-of-force policy, Waterloo police Capt. John Beck said.
