Florida man pleads guilty to mail fraud for promoting bogus Dubuque concert

A Tampa, Fla., man pleaded guilty Tuesday to federal mail fraud in connection with a 2006 scheme to promote and sell tickets to a bogus concert in Dubuque.
Scott Elkins, 38, admitted that he and others came up with a plan to defraud potential concert-goers by promoting and selling tickets to a 2006 concert they knew wasn't going to occur. In his plea agreement, Elkins admitted to sending a package of flyers, tickets and money orders to a Dubuque radio station in an effort to promote the fake concert, which was purportedly to be held June 30, 2006.
None of the named artists agreed to take part in the show.
Elkins was part of similar fake concert promotions in several other states including Indiana, Alabama, New Mexico, North Dakota, Texas and in Athens, Ohio, according to a news release.
While a sentencing date has not yet been set, Elkins remains in federal custody and faces up to 20 years in prison, $250,000 in fines and three years of supervised release.
