When Phoebe Rios opened her restaurant, Salsa del Rio, in downtown Cedar Rapids in September 2010, everything was sort of an experiment. She worked full-time at another business, while spending lunches and off-times at her restaurant.
The limited menu was somewhat of a holdover from the previous owners of that location, and Rios was introducing customers to her award-winning salsas.
