Driver in Cedar Rapids car-pedestrian crash won't be charged

No charges will be filed in Friday's accident between a car and a pedestrian along First Avenue East.
Manisha Douglas, 16, of Cedar Rapids, was knocked to the ground around 12:05 p.m. by a westbound car near 29th Street, police said. The driver, Harlan Newkirk, 78, of Huntley, Ill., said he did not see the girl until her upper body hit his vehicle's windshield.
The impact knocked off a side mirror and crunched part of Newkirk's windshield.
Douglas suffered minor injuries and was taken to St. Luke's Hospital for treatment.
Sgt. Cristy Hamblin said Douglas was crossing from Walgreens to the other side of the street and was not in a crosswalk. Douglas was in the middle of the street, and one westbound car stopped for her to cross, but Newkirk did not stop until it was too late, she said.
Newkirk, who was on his way to visit relatives in the Amana Colonies, said he wasn't going any faster than 10 mph when his car hit the woman.
