Charlotte teen faces homicide charges in fatal crash in Clinton County

A 19-year-old Charlotte man has been charged with two counts of vehicular homicide by intoxication stemming from a crash that killed two teens early last Saturday in Clinton County.
Justin Joseph Sparks is charged with the deaths of Jed J. Rogis, 19, of Clinton, and Kristin F. Hanrahan, 18, of Delmar – passengers in the Pontiac Grand Prix that Sparks crashed about five miles south of Miles on County Highway Z40 about 2:50 a.m Saturday.
The car went into a ditch, hit a tree and overturned, ejecting all three teens, none of whom were wearing seat belts, according to the Iowa State Patrol.
Rogis and Hanrahan were pronounced dead at the scene.
Each count against Sparks is a class B felony punishable by up to 25 years in prison.
