Why was Ukraine aid delayed?

I am concerned about why military aid to Ukraine was withheld. As I understand, this nearly $400 million had been approved by Congress and had passed through other steps to assure it was needed and would be used as designed to help defend our ally Ukraine against our adversary Russia.

America's support of Ukraine is essential. Are our senators comfortable with the fact that this aid was delayed? Do they support the reason or reasons for its delay? And what was the reason for the delay? We need to hear from Sens. Chuck Grassley and Joni Ernst as to why this military aid to Ukraine was delayed.

Our national defense depends on all of us working together for a strong America.
