Why the six-month delay in football case?

I have a question regarding the lawsuit filed by former Iowa Hawkeye football player William Lowe against the University of Iowa.
As an outside observer, it appears he may have a case that he suffered illness and injuries as a result of excessive winter workouts in preparation for the upcoming football season.
My question is, why was there six months of inaction by the Iowa State Board of Appeals? Their function is to investigate, respond to and pay or deny tort claims filed against the state or state employees. Was the claim actually investigated, lost in the process, unintentionally delayed or intentionally ignored?
Maybe the answer can be found by asking the board's members, officers and attorney general.
