Why the changes to Coralville interchange?

Is it too late to stop the big change to the Coralville interstate intersection? Why is the state spending millions of road tax dollars to upgrade a usable intersection when the money could be used to fix the dangerous bridges in Iowa? Why a separate, expensive tunnel for a few pedestrians? Why block delivery access for gas trucks for the years it will take to finish construction?
