Why not limit the speed cars can go?

In reference to The Gazette's Nov. 7 article,“It's working,” regarding speed cameras on Interstate 380:
By December, Cedar Rapids will have added $1 million revenue from citations issued for speeding, as recorded by speed cameras. Is the purpose of these cameras to slow people down or bring more money into Cedar Rapids?
If it's to slow people down, then why is every car sold or purchased in Cedar Rapids capable of going 110-plus mph?
Why not have a law that limits all vehicles' speed capability to 70 mph when the car is manufactured? Then there would be no speeding on Iowa interstates.
And if the interstate speed limit decreases to 65, 60 or 55 mph in sections, why not have electronic devices on poles that cause all cars to decrease in speed as they enter these zones?
