Why not ask Buffett for railroad funds?

If the high-speed Iowa-Illinois railroad passenger service is a good economic bet just now, why not ask billionaire Warren Buffett to put up the rest of the money? He likes railroads and he certainly knows a bargain when he sees one.
He might even go so far as to extend passenger service on to Omaha, Neb., his hometown. After all, privatization is “in” right now. The time may be right.
