Why isn’t Muscantine fair’s ‘rabbit scramble’ illegal?

I was taken aback when I read the guest column about the rabbit scramble that has taken place at the Muscatine County Fair for the past decade. Being a huge animal lover, I found the article informative but disturbing.
Then I got to thinking. Didn't we pass legislation prohibiting pets being awarded as prizes? Yep, we sure did (Iowa Code Chapter 717E). Do the rabbit scrambles fall under the listed exceptions, such as 4-H or FFA?
Pet ownership should be well-thought out and not the result of "chasing and catching" an animal at a fair.
