Why is plasma arc not booming in the U.S.?

Referring to the plasma arc wet-garbage disposal system: Marion and Cedar Rapids are contemplating entering into a contractual agreement with Plasma Power LLC estimated to cost $105 million to $175 million. At present, there are no such waste disposal systems operating in the United States.
Experiments using plasma arc for waste management began in the 1980s. A few plants have been installed in Japan, France and Russia. But none is operating in the United States under our environmental regulations. With America's entrepreneurship and technical know-how, why haven't we installed hundreds of these plants in cities across America to get rid of our garbage dumps?
