Why is Iran allowed nuclear power plant?

Iran just activated a large nuclear power plant after recently adding nuclear fuel rods. In the process of producing electrical power from the fission of nuclear fuel in the plant, a byproduct, plutonium, is produced.

When the nuclear fuel rods need replacing, these spent fuel rods can be reprocessed and plutonium can be recovered. The plutonium can then be used by Iran to produce nuclear weapons.

During this time, President Barack Obama was taking a 10-day vacation and the press tells us how Iran is just using the nuclear power plant for peaceful purposes.

We might ask why the American government allows Iran to place a large nuclear power plant into production and yet American industry is not allowed by our government to build a nuclear power plant in more than 20 years?
