Why hasn’t Grassley improved Washington?

Although I am not voting for him, Sen. Chuck Grassley, R-Iowa, has my respect as a true gentleman. I am, however, very confused by his television commercials. First, Grassley tells us that he has to personally bring foreign investors to Iowa because “you can't wait for Washington to do it.” Then he tells us that he is working to change the Senate rules to prohibit one senator from blocking a nomination.
Grassley has been representing the people of Iowa in the Senate for 30 years. At what point does he bear some responsibility for the fact that Washington does not work? If you really want change in Washington, as Grassley's television commercials clearly state, then you should join me in voting for Roxanne Conlin, and so should everyone else who believes Washington is broken and needs to be fixed.
