Why do we need a law to decide curriculum?

As I am a member of the boomer generation, I remember American history, world history, civics and government subjects being taught in school. What happened, and why do we need a law to enforce the teaching of those subjects? Did someone decide those subjects were unnecessary and should be dropped from the curriculum?
I recall these subjects were required graduation credits. Do we really need a law to reinforce what is already being done?
I am not opposed to the law, but I wonder if our Legislature might spend its time while in session on more pressing issues. Somehow I can't imagine that happening.
Our Legislature has turned into a clown car packed full of clowns that can't legislate their way out of a three-ring circus. OK, fine, I`m done with my rant. I remember being taught the importance of voting.
