Why cover health test but not treatment?

I have IowaCare for insurance. I have to go to Iowa City for my health care. My doctor said I have sleep apnea and need the CPAP machine. IowaCare covered the testing for the sleep apnea, but will not cover the $800 for the machine.
That does not make any sense to me. Why would they pay for a test to find out you need the machine, but then won't pay for the machine?
