Why aren’t close districts sharing?

I find it peculiar that one school district (Cedar Rapids) closes elementary schools, while at the same time its southern neighboring district (College Community) will vote April 3 on a $15 million bond issue for a new elementary school. In addition, it is purchasing 73 acres of prime farmland at a price of $1,463 million.
According to MapQuest.com, College Community Schools are located from seven to eight miles and 12 to 18 minutes driving time from the four schools Cedar Rapids considered closing. College Community students who live 10 to 12 miles from school have 10 to 17 minutes travel time.
These two districts are adjacent and close enough to share. Why are they not doing so?
