Why allow Becker easy access to guns?

According to Mark Becker's mother, her son heard voices, had delusions, yelled, pounded the walls with a baseball bat. She was afraid for her safety. So, why did he have such easy access to guns?
Sadly, this is not the first time a severely disturbed person had access to firearms. And it is not the last. There is another Mark Becker out there. Who will be the next victim?
