Who pays for all the high health care costs?

The Week magazine, Oct. 29 issue, says that about $2.3 trillion was spent on U.S. health care in 2008 - or $7,681 a person. That doesn't seem like a lot of money per person but the government must think it's too much. It will continue to go up every year.
I have a perfect plan - why doesn't the government cut the funds for all who serve in Congress? They get the best health care and don't have to pay anything for the rest of their lives. Who pays for all that? We, the taxpayers. We also pay their salaries.
Meanwhile, we who receive Social Security haven't had a raise in the last two years.
Thank goodness there are nursing homes where people dedicate their lives to helping others. If you depend on the government to pay for poor elderly people in nursing homes, better look into what they don't pay for.
The government complains that too much is spent on health care, but that is only for the taxpayers, not them.
